Release notes

The headings of a release's generated notes, by the one label each pull request carries. Tests, tooling, site and lessons are internal, and left out. CI won't merge a pull request without one of these labels, so Other only catches a label changed after the merge. This file is the same in every package, copied from craftz's reference/package/ folder.
